Haying successfully brought the people out of Egypt and they settled temporarily in the wilderness of Sinai, God decided to establish a lasting covenant with them individually and collectively, promising that he will continue to be their Go forever, if they kept the covenant, just as He had brought them to Himself, bearing them on "eagles" wings out of Egypt. Moses was the man god used in making this covenant, having used him to bring the people out of Egypt. The whole of Israel declared their acceptance by chorusing "All the words which the Lord has spoken we will do". Ex.19:1-24
